Mr. MURASE Yoshifumi

As head of this key METI agency, he oversees all areas of resource and energy policies. His responsibilities cover a wide range of programs encompassing the planning of the Government of Japan's energy policies and strategies. Key programs include measures to promote; the wider adoption of new energy sources to support zero-emission strategies, energy saving measures, and the expansion of renewable energy. As Commissioner, Mr. Murase also oversees METI programs designed to secure stable supplies of energy resources and fuels including oil and gas. His remit also covers oversight electricity and gas supply including nuclear energy generation as well as building systems for energy infrastructure and markets.

Dr Fatih Birol

Executive Director, International Energy Agency

As Executive Director of the IEA since 2015, Dr Fatih Birol has modernised the Agency by broadening its energy security mandate beyond oil, strengthening its global leadership on clean energy transitions and expanding its membership to include major emerging economies. He has also played a central role in responding to major energy security emergencies, including those triggered by the invasion of Ukraine in 2022 and the 2026 Strait of Hormuz crisis. Throughout his career, he has been a leading advocate for expanding access to electricity and clean cooking. He was included in the TIME100 list of the world's most influential people in both 2021 and 2026.

Senator the Hon Anthony Chisholm

Assistant Minister for Resources, Australia

Anthony Chisholm was elected to Federal Parliament as Senator for Queensland in 2016.
Anthony grew up in Brisbane's northern suburbs and is a proud Brisbane Broncos supporter.
He was educated at Wavell State High School and attended Griffith University for his university study, earning a Bachelor of Arts majoring in politics and international relations.
He served as Queensland Labor State Secretary between 2008 and 2014 before taking on the role of Campaign Director for the 2015 Queensland State Election, which saw the Palaszczuk Government sweep to power on a 10.81% swing.
During university and across his working life, Anthony has maintained strong connections to his local communities through his work with charities and community groups across Brisbane's northside.
In June 2022, Anthony was appointed as Assistant Minister for Education and Assistant Minister for Regional Development in the first Albanese Ministry. In 2024, he was also appointed Assistant Minister for Agriculture, Fisheries and Forestry.
Following Labor's historic re-election in 2025, Anthony was appointed Assistant Minister for Resources, Assistant Minister for Regional Development and Assistant Minister for Agriculture, Fisheries and Forestry, as well as Deputy Leader of Government Business in the Senate.

Stephanie brings 25 years of experience working as a foreign affairs specialist at the U.S. Department of Energy (DOE), where she led energy, carbon management, and national security initiatives. Stephanie served in leadership roles in Washington and overseas as DOE's representative in Beijing and Singapore. Upon leaving public service, Stephanie co-founded an advisory firm based in Singapore, which aims to position Southeast Asia as a regional hub for high-integrity carbon removal.

Mr. Thomas Gnocchi

Thomas Gnocchi started his assignment as Deputy Head of the EU Delegation to Japan in September 2024. Between 2020 and August 2024, he was Ambassador / Head of the EU Office to Hong Kong and Macao. Prior to that, he was Deputy Head of Division for Japan, Korea, Australia, New Zealand and the Pacific and Deputy Head of Division for Afghanistan and Pakistan at the European External Action Service in Brussels. He served as Deputy Head of Office and Head of the Political, Economic and European Integration Section at the EU Office in Kosovo between 2012 and 2017 and as Head of the Political and Information Section at the Delegation of the European Union to Serbia between 2008 and 2012. Between 2003 and 2008, he worked at the European Commission in Brussels as desk officer for a number of Asian countries including Cambodia, Indonesia, Thailand, Timor Leste and Vietnam. From 1994 to 1996 and from 2001 to 2003 he was posted in Beijing, P.R. China and between 1996 and 2000 he served in the Delegation of the European Commission to Vietnam. Thomas Gnocchi was educated at the London School of Economics (B.Sc. in Economics), Yale University (M.A. in Economics) and Tianjin University, P.R. China (Chinese language). His native languages are Italian and English and he also speaks French, Chinese and some Serbian.

Adif Zulkifli is the Executive Vice President and CEO of PETRONAS Gas & Maritime Business.
In this role, he bears responsib ility for leading the growth of PETRONAS' LNG business, ensuring safe, efficient, and sustainable operations across the gas value chain, and the alignment of PETRONAS' maritime strategy.

Under his leadership, PETRONAS' LNG business has been active in expanding its supply node, most notably through PETRONAS' joint venture project LNG Canada, and multiple offtake agreements with the producers from the United States and the Middle East, pro viding flexibility to the LNG marketing and trading portfolio. Adif has been instrumental in steering PETRONAS to pioneer innovative tolling options as well as capital recycling exercises in the LNG space.

Prior to this role, he was the EVP & CEO of Upstream Business where he was responsible for PETRONAS' Upstream Business strategy , operations and activities across more than 20 countries globally which includes exploration, production, and development of oil and gas as well as carbon management. Under his stewardship, Upstream instituted the Carbon Capture and Storage (CCS) as a new business stream in alignment with the New Business growth aspiration in PETRONAS' Energy Transition Strategy.

He holds a Bachelor of Science degree in Petroleum Engineering from the Colorado School of Mines and an MBA from Kellogg School of Management, Northwestern University, Illinois, United States.

Mr. Jon Goldstein

Associate Vice President, Energy Transition, Environmental Defense Fund (EDF)

Jon leads EDF's efforts working with partners in government, industry and civil society to reduce methane emissions from the oil and gas industry across North America. He has led successful campaigns to craft and strengthen methane policies at the state and federal levels in the U.S., Canada and Mexico. His advocacy efforts have included testimony before congressional and legislative committees on the need to reduce oil and gas methane waste and pollution as well as serving as EDF's lead on the National Petroleum Council's 2024 study on greenhouse gas emissions from the natural gas sector. Nazário Joel Julião de Jesus Bangalane is the Chairman of the National Petroleum Institute as of July 4, 2022. Prior to his appointment, Bangalane held the position of Director for Projects and Development, a role he had taken on after heading the Supervision and Safety Division.

Nazário Bangalane, holds a degree in Chemical Engineering from Eduardo Mondlane University (UEM) and a Master of Science (MSc) in Petroleum Engineering and Geosciences from Delft University of Technology (TUDelft) in the Netherlands. While studying in the Netherlands, Mr. Bangalane participated in field trips to Canada and had technical exchanges with some oil companies based in Calgary. In addition to formal education, Bangalane consolidated his expertise in oil and gas, through different training courses conducted throughout his career, such as Introduction to the oil and gas industry, delivered by the Norwegian Petroleum Directorate, Norway's oil and gas regulator, Oil and Gas Contract Negotiation, Hydrocarbon Exploration Technologies, Oil and Natural Gas Deposit Management, Measurement of Liquid and Gaseous Fluids, and sits on the United Nations Committee on the Classification of Fossil Energy and Mineral Reserves (UNFC), since 2011. Bangalane also holds a Certificate in Reservoir Management, employing the Petrel, Eclipse and OFM simulators, a Certificate in Operational Safety in the oil and gas industry, a Certificate in Operational Safety in LNG infrastructures, a Certificate in Climate Mitigation Technologies in the oil and gas industry, as well as a Certificate in Management and Leadership for Senior Managers in the Public Administration Context. Mr. TAKAHARA Ichiro

Under his direction, JOGMEC has further strengthened its focus on securing natural resources and energy towards a stable and sustainable energy society.

Mr. KIHARA Shinichi

Director, Energy Markets and Security, IEA

Shinichi Kihara was appointed the IEA's Director of Energy Markets and Security in September 2026. In this role, he leads several of the Agency's core functions, including monitoring global oil, gas, renewable energy, and electricity markets, advancing energy efficiency, and coordinating responses to energy supply disruptions.
Before joining the IEA, Mr Kihara served as Director-General for Energy and Environmental Policy at Japan's Ministry of Economy, Trade and Industry (METI).
He had been involved with the IEA for many years, including work within the Agency's World Energy Outlook team. He also served as Japan's Representative on the IEA Governing Board and as Co-Chair of the Standing Group on Long Term Co-operation.
Mr. Kihara joined METI in 1993 and has since held a series of senior roles in the Japanese government, leading the country's engagement in international energy cooperation. This included major multilateral frameworks of G7, G20 and COP, as well as key bilateral partnerships with the United States, Europe, Asia, the Middle East and others. He led Japan's G7 Presidency work in 2016 and 2023, and helped strengthen energy security across Asia through the Japan-led, leaders-level Asia Zero Emission Community.
Mr. Kihara graduated from the University of Tokyo with a degree in economics and holds an MBA from the Johnson Graduate School of Management at Cornall University.
